One big problem is making patrons, especially from other cities, pay for parking. The city of Norfolk wants to revitalize Waterside, which is owned by an affiliate of Norfolk Redevelopment and Housing Authority. So city officials are seeking input from the public on the future personality and character of Waterside, which opened in 1983, via an online survey at www.Norfolk.gov. The survey asks if Waterside should be a farmers' market, museum, art gallery, or a marina and marketplace for boaters.
